Are there secret pathways below the Internet?

Why is it that, when the Net is down and I am on stand-alone, Google et alii can still get to me, send me updates and security checks, and walk me through several pages of a checklist? Afterward, when I try to go on the Net, I can't, because the Net is STILL down.
